The Problem is explained simply, There is a Three Tier Planning system in our Metropolitan Governance System, Central Government , London Wide ( Mayoral) and Local Borough Level. All the policy operates under something called the National Planning Policy Framework (NPPF) and there are various hierarchies of Planning "Hadith" which the Planning Priests afford different levels of importance. There is an excellent Novel called The Scheme for full Employment by a Novelist called Magnus Mills. There are two groups of Protagonists in the Novel The early Swervers and the Work to Rulers, both are engaged in the pointless process of Building UniVans for a State Monopoly government Enterprise. In Arguments which concern the wrong object it is hardly surprising that as Benjamin Franklin says about such discussions,
